BogotáIn Bogotá the exemption is not automatic
The law exempts you from pico y placa, but Bogotá requires registering the car in the Secretaría Distrital de Movilidad exemption registry. Without it you are exempt on paper and fined on the street.
What you have to do: Register at movilidadbogota.gov.co under «Registro de Exceptuados Restricción Vehicular». The car needs to be in the RUNT with current SOAT and technical inspection. The city has 20 business days to process it.

30% off the technical inspection
Diagnostic centers must apply a 30% discount to electric cars and post prices visibly. A private electric car also skips the inspection until its sixth year from registration.
What you have to do: Ask for it before paying and check the posted rate. It does not cover cars converted from combustion to electric.

10% off your SOAT
Insurers are required to discount the SOAT premium of an electric vehicle by 10%, and to register that benefit with the financial regulator.
What you have to do: On renewal, confirm with your insurer that the premium already includes it.

No pico y placa anywhere in Colombia
Electric and zero-emission vehicles are exempt from any circulation restriction a local traffic authority imposes — pico y placa, car-free day and environmental restrictions. The only exception is restrictions imposed for safety reasons.

Medellín y Valle de AburráMedellín requires no registration
Unlike Bogotá, the Aburrá Valley asks for no prior registration: it is enough that electric fuel appears on the vehicle licence, no matter where the car was registered.

Vehicle tax capped at 1%
For an electric vehicle the motor vehicle tax rate can never exceed 1% of the car’s commercial value.

2% of parking spaces are yours
Public bodies and commercial venues with public parking, in special, first and second category municipalities, must reserve at least 2% of spaces for preferential electric vehicle use. It cannot come out of accessible spaces or bike parking.
